Ideally it means 'continue at the same speed and clear the intersection before the light turns red'.  If you would need to accelerate to accomplish that, than you should generally opt for slowing down/stopping;  though certain intersections or situations may call for other actions.

Who is the manufacturer?

Is the yellow light solid or blinking?  if it's blinking, is there a pattern?

 

Or when all else fails, RTFM

I got one a few years back by a traffic cam for not coming to a complete stop at a red light. 

 

Pissed me off, not long after, they removed them all.

It appears to mean that only one vehicle can continue through the intersection after the yellow turns to red.
