If I buy some virtual real estate can I build a virtual house on it?

Will I have to get virtual permits from the virtual locality building and zoning departments?  Can I invent a virtual currency and pay virtual cash for the building and property?  Will "they" take Apple pay?

 

Or am I virtually out of my mind attempting to compete in the virtual stratosphere...eh?
