Ukrainian Biden would have been on a helicopter on his way to Monaco the second Russia invaded.

Some things most people don't understand about nuclear usage:

 

1) Soviet nuclear doctrine was predicated on the axiom that a nuclear war could be won.  They never embraced the nihilistic Western interpretation of a nuclear exchange as being an apocalyptic end to a conflict.

2) Soviet doctrine establishes a well-defined line between "tactical" and "strategic" nuclear use.  For example, Soviet strategic doctrine specifies that one of the strategic-political uses of strategic nuclear weapons is the prevention, through their existence and threat, of a limited nuclear war (involving tactical weapons) from becoming a full, strategic exchange.  

 

While that's Soviet doctrine, not necessarily Russian, Putin is an old Cold War officer, and his attitudes towards nuclear weapons are doubtlessly informed to some degree by Soviet principles.  There's  reason to believe Putin sees as possible a tactical use of nuclear weapons without escalation to a strategic exchange as a war-winning strategy.

 

3) In US doctrine, the line between "conventional" and "nuclear" war isn't as bright as people believe.  Remember, Bush II argued for the use of tactical nuclear weapons against very hardened targets in otherwise conventional war.  And it's not well known that some of the war plans at the time were rewritten to include nuclear options in otherwise conventional plans.

 It's hard to know who to believe, especially since I don't speak the language, but it appears that those dumping bodies in a mass grave are the people we're supporting.
