Is preseason the same as regular, in that inactives are announced 90 minutes before kickoff?

Are there even inactives in preseason?  It's not like they have a 53-man roster, but are only allowed to dress 46, so have to declare seven inactive.

They're gonna cut him.  They're just not hanging him out to dry in the middle of a road trip.

 

I suspect, had the civil suit been filed two days earlier (and the fact that it was filed while Araiza and the Bills were basically travelling speaks volumes about her civil attorney), he wouldn't have made the trip.

Yeah, I know they generally dress everyone whose healthy but I wasn’t sure if they still had to formally list guys who weren’t dressing due to injury and such.
