i would think the timing is important.

as in signing a punter 8 days before the opener,

a vet might be a better option than a new untested rookie.

Good question, when you consider how infrequently the Bills punt, how good Haack has been directionally in his career (though admittedly not so good last year), and most importantly, how well the kicking game executed last year.
