2024 NFL Competition Committee and Club Playing Rules Proposals

The NFL competition committee has proposed a new rule that would penalize a player with a 15-yard penalty and grant the opposition an automatic first down for using the hip-drop tackle to bring a runner to the ground.

This is the definition of a hip-drop tackle:
(a) grabs the runner with both hands or wraps the runner with both arms; and
(b) unweights himself by swiveling and dropping his hips and/or lower body, landing on and trapping the runner’s leg(s) at or below the knee.

NFL owners meet next week in Orlando.

I understand the desire to make the games more competitive until the last second, but if a team is losing by 15 points through almost 60 minutes of game time, I'm not sure how much they deserve a chance to pull out a win in the last second with special rules.
