Nah, when Beane says he has earned the right to test the market, that means no tag forthcoming. And prolly means they have a number much lower on him than he and his agent are  throwing out there right now to get a deal done before he hits the market.

Exactly.  They are not aligned on contract parameters.  If Beane is right he can sign with the Bills with no loss.  If Beane is wrong, he makes more money.  A big game of chicken.  If they were close, they would be working it out.

 

I assume the agent is telling Milano the high end which he may or may not get.  There have been enough FA busts the last several years that teams may be wary unless a perfect for their scheme.  Once he sees the market I suspect he may come back to the Bills.

Bills unlikely to use franchise or transition tag

... At the start of the offseason, Buffalo general manager Brandon Beane did not take using a tag off the table when discussing the Bills’ most obvious candidate for it, linebacker Matt Milano. When asked about Milano specifically, Beane did not say.

 

“Anything is [possible]. We want to keep good players, but you know it’ll come back to that cap, what we can afford, and if it’s $175M, we’re right at it now,” Beane said at the end of January. “We want to keep good players and Matt’s a good player.” ...
