For most players, the idea is you darken the area over the cheekbones to reduce the glare in your eyes from sun signing off your skin.  I've never seen anything that indicates it works.

 

For some, it's a personal statement - e.g. Ray Bentley's Alice Cooper look.

For Bass...he has some superstitious reason for wearing eye black under only one eye.  Although he may just do it to piss off TYTT.
