I thought he was holding up the smart bombs for Israel, which meant Israel has to send dumb bombs into Rafah, which is (I believe) a third of the size of DC.

Mk 82s and Mk 84s, which are dumb bombs.

 

And JDAM kits, which attach to the 82s and 84s to make them smart bombs. 

 

JDAM kit is a set of parts that attach to the body and tail of a bomb, and provide GPS guidance.  It's actually a very cool system - not as precise as laser-guided bombs, but pretty close, and much cheaper.  About the only decent thing to come out of the Clinton DoD.
