I didn't dig into it enough - at all - to be certain about this...but I suspect the press conference was a few sponsors of a bill that will never make it out of committee trying to get some coverage for themselves.  

 

And you're still not wrong: it might be doing nothing, but it's still doing more to drain the swamp than anything in the past 50 years.
