Look at how Toney lined up, foot's farther forward, ball's farther back from the yard marker.  Toney was a good foot farther forward than Waddle is.  

 

The mind-numbing inconsistency of it isn't this comparison, but how inconsistently the Chiefs are called for formation penalties.  Their RT is still only called very occasionally for lining up so far back it amounts to an illegal formation.

Almost any college football game has a better quality of referees than the nfl does. JMHO.
