It's an indication that they're still in the process of determining those prices.  No doubt they've run several models at various price points and are attempting to estimate season ticket renewal rates at each of those price points, hence interactions with subsets of fans and the media to gauge reactions.  Lots of other factors involved as well.

 

I wouldn't be holding my breath for some definitive announcement on prices 2 years before the stadium is even built.  Too many moving parts and the last thing any big, public facing company is going to do is announce something and then later change it because they got it wrong.
