I see the problem...it's not that you didn't read the Act.  You didn't read my post.

 

I didn't say "It's not a law."  I said "It's not a law to be enforced or unenforced."

 

 

Infinitive clauses are important...particularly in the case where the discussion was whether or not the USA PATRIOT Act could be enforced or unenforced by the President. 

 

Will it help your comprehension if I rephrase it as "It is a law, BUT it's not a law to be enforced or unenforced?"
