seems Kim was by far the more cutthroat business person, understanding the need to employ a ruthless hatchet man to get a record stadium deal.

Terry has shown to be a touchy, feely guy who values "getting along" over actual results

 

Also seems likely that Hochul had significant sway in Pegula cutting ties with Raccuia

We got our sweetheart stadium deal, no sense in rocking the boat with NYS going forward

Three people with direct knowledge of the Bills’ stadium negotiations said Hochul grew to despise Raccuia’s tactics and said she contemplated requesting his absence from meetings. One of those sources quoted Hochul as calling Raccuia’s methods “arrogant” and “obnoxious.”

 

NFL owners were giddy with the deal Raccuia oversaw. Politicians and watchdogs criticized Hochul and Poloncarz for surrendering $850 million in public money for a stadium that was projected to cost $1.4 billion.

Good question. I read that it will be constructed mostly above ground as opposed to Rich Stadium being largely below ground. 
 

Maybe they only need to create a low basement for the utilities.
