Reading the article, I do not know why she called more up. She goes on and on about getting Venezuelans the ability to get a job.

Personal note:
Hubby and I went to Columbia in 2019. We loved it. Cartagena was fantastic.
We went back last December very much looking forward to visiting again. It was dirty, people approached you on the street aggressively, the vibe was awful, and it was a tad dicey to boot. 
We asked our tour guide why the difference. We truly expected "covid" to be the answer.
Nope.
The answer was "2 million illegal Venezuelans."
Apparently, those in Columbia are unhappy about this. Now, imagine them in the US.

Hochul announced an additional 150 National Guard members will be deployed to address the migrant crisis and help with case management to get asylum seekers work permits – particularly Venezuelans who now qualify for temporary protected status.

 

The additional 150 members bring the total number of National Guardsmen supporting the mission to 2,200. The governor said 250 National Guard members will focus solely on case management to help the Venezuelans who came before July 31 to apply for Temporary Protected Status – and then work authorization.

"temporary protected status" - is that govt protection to harvest your vote for D candidates, until we don't need your vote anymore?

 

"work Authorization" - must be the next step to qualify for oodles free of govt payouts in exchange for their voter ID , but no other tangible work product or employment

Gov. Kathy Hochul on Monday boasted she could fix key national issues including the migrant crisis “in about five minutes’’ — while touting her latest answer to New York’s asylum-seeker disaster: a new app.

Hochul’s “Ms. Fix-It” claim, and the unveiling of an app designed to connect some migrants to legal jobs, surfaced as she appeared to back-pedal on her comments only a day earlier involving US immigration woes.

The Democratic gov had finally ramped up her rhetoric over the Biden administration’s immigration crisis Sunday by saying the country’s borders are “too open” and that Congress needed to “put more controls” on them, including a “limit’’ on the number of people allowed over.

Legally, this is a correct decision.

I don't disagree but, unless I'm mistaken, the ruling wasn't based upon the merits, rather, insufficient standing.
