It used to be there were two other steps between "that's an insane conspiracy theory" and "it's a nothing burger."  I forget what they are, though.

In other words, they can do pretty much anything they want. They constitute a government within a government.” Which is a pretty explosive accusation. Carlson noted that Americans no longer trust their government, but added that the government may be even less trustworthy than is publicly apparent.
