I definitely have a problem with anything tramples on the First Amendment, but if groups or individuals are going beyond speech, and infringing on other peoples rights (and that doesn't include feelings) then there should be adverse effects. 

 

I would assume that each and every municipality has their own rules and regulations for crowd control, but here is a useful link from the International Association of Chiefs of Police about Crowd Management (its a document created in April 2019):
