why is it that outside 3rd parties, like Eric Moulds and Jordan Palmer,  do a better job of training, correcting mechanical issues and preparing players than the actual coaches employed by the Bills?

Because they have the players for much, much longer with undivided attention.  Additionally, the players are PAYING THEIR OWN MONEY, which guarantees their full engagement.

 

The CBA has severely limited actual practices.

It is due to one on one and the fact that the guy has spent time breaking down every nuance of their play. What they are doing wrong and then weeks and months changing their muscle memory
